Selecting Eligibility profile - Creating goal plan in responsive UI

We are unable to select eligibility profile from the drop down list when creating a goal plan in new responsive UI. 

Note : we are using custom role created based on the Human resource specialist. I have already compared it with the seeded HR specialist role and following privilege to the role

But still eligibility drop down list does not showing anything
