Shared goals not appearing in drop down when aligning

Employee trying to align a goal and "No suggestions to display" appears, but the employee has several shared goals from the manager.

Employee trying to align a goal and "No suggestions to display" appears, but the employee has several shared goals from the manager. We have Shared Goals enabled as well as "Enable shared goals start with search" switched to "Y".  Not sure what else may be needed to have the shared goals appear in the drop down when aligning goals.
