Comments are not viewable by employees in Organization Goal Plan

We have an organization goal plan that is owned by our CEO, so that when it is published, it can be viewed by everyone in the organization.  However, I noticed that if he adds comments to a goal in the Comments section, those comments cannot be seen by employees.  Employees can see everything else, however (success criteria, priority, links, attachments).  Is this just a function of the organization goals?
