I'm getting an error (Each operator must have two or more children conditions or operators. (POR-2010609)) that I'm not understanding.  The rule is expected to look for Technology and not be using a smart form and has a backing req and (Cost Center between 0000 and 2999 OR between 4000 and 8999)

The rule shown below is having the error.   However in the Requisition Approval rules (same stage) the rule differs from this by not having the backing req condition?  I'm puzzled...

Any thoughts on how to resolve this?
