How to convert Customer Account level attachments from EBS to Fusion? Attachments seems to be avail

Trying to convert Customers from EBS to Fusion but can't map attachments maintained at Customer Account level.

In Oracle EBS, my client maintains attachments at the Customer level.  Now, we are trying to migrate them to Fusion.  However, in Fusion, attachments can be maintained only at Organization level and not at Customer Account level.  How do we do the conversion as the attachments are specific to Customer Accounts and not to Organization.
