Compensation admin report 'worksheet export' does not align with data security

The Worksheet Export admin report in Compensation seem to export data for the entire population eligible for the comp plan regardless of the data security of the person running the report.  As per our requirement,  HRBP's can see all data except HR. Hence a custom data security profile has been created such that they cannot proxy as any of the HR population or the managers higher up in the hierarchy of the HR folks. However, when the same HRBP runs the admin report 'worksheet export' they are able to see all employees. Is this expected and by design for the worksheet export
