Run Feature Upgrade-Queries

How to run this process without selecting legislative data group. We have payroll flow defined without legislative data group.

1. Navigate to My Client Groups > Payroll > Submit a flow within the new payroll work area.
2. Select the Legislative Data Group.
3. Select Run Feature Upgrade flow.
4. Select Flow Task Statistical Archive.
5. Enter the other mandatory fields.
6. Click Submit.

I have run this process without selecting any legislative data group but it did not fetch any records. I did select step 2 and step 3 and then submitted.

Please note that we don't use Oracle payrole but use payroll checklist to schedule extracts and run extracts in an adhoc manner.
