Unable to void Open Enrollment

Person terminated in December and need to void OE to process the termination

We have an employee that terminated mid December and we are unable to process the termination life event.  I have tried voiding Open Enrollment and I receive an error message about beneficiaries needing to finish allocating percentages.

ORA-20001 - You need to refinish allocating percentages to your beneficiaries so that the total percentage is 100.  

So, then I reopened the Open Enrollment life event and I receive an error when saving the elections with the new allocated percentages.

You cannot create an entry for this element with an effective start date after the element can no longer be used on this employment level.  (PAY-1635274)
