Offer file creation error - Person security profile by location

Hi,
I'm receiving an error during the offer file creation. I verified that the error is generated from the data role because I have set it with a person security profile by location. Now, my user accesses also to the person management section and I need that he is not able to see people out from his location so I can't change data role setting. How I can configure the data role and area of responsibility in order to allow to the user to perform recruiting activities without allowing him to see people out from his location in person management?
