List of employees with admin rights to Oracle

Hi,

I need a report created for auditing purpose showing a list of all people with Administrative Rights to Oracle. This should include the regional admins as well as HQ here in the UK.

I've been searching the forums for a while and can't find anything that would provide me this. 

Does such a report exist? I'm still using 19C if that helps.
