Can we merge 2 RTFs in Fusion?

Summary

First page in RTF is repeating for all the checks printed from second page.

Hi Experts,
 
 I have a below requirement for check print.
 First Page will contain Summary Report. And from second page, checks needs to be printed.
 I created 2 separate RTFs and both are working as expected.
 But i need both in one RTF. When i try to do it the first page is getting repeating for all checks.

Example:
consider 3 vendors checks are in first page and from second page am getting 1 check for 1 vendor. But First page is repeating after each check.

 
I have attached the sample RTF and XML .Please help with solution/suggestions.
