Unable to Create Invoices for New Business Unit

New BU Does Not Show up in Create Invoices Business Unit LOV

Our controller just created a new Business Unit and I have assigned access to her through Manage Data Access For Users.

However, when we go to the Create Invoice task, the Business Unit LOV does not contain the new BU.

What part of the Business Unit setup did we miss?  Let me know which screenshots would be helpful.
