Request Eligibility Change in worksheets - seeded approval flow?

Hello,

Does anyone use the 'Request Eligibility Change' workflow? It looks like the seeded workflow sends this request to the logged in users line manager or approval is that correct? - we thought we'd once seen this approval request going to the employees with the Compensation Manager role?  

I can't seem to open the rules in TAC without getting an error but is the below the workflow accessible from BPM?
