Create User Account rest api 403 response

Create Account rest api is always responding with 403

Hi all,

I need to use the create account api using this api: https://docs.oracle.com/en/cloud/saas/global-human-resources/19d/farws/op-useraccounts-post.html

The problem is its always responding with 403.
The account im using to call the api has the following privelege:
PER_REST_SERVICE_ACCESS_USER_ACCOUNTS_PRIV
PER_REST_SERVICE_ACCESS_USER_ACCOUNTS_RO_PRIV
PER_REST_SERVICE_ACCESS_USERS_AND_ROLES_LOVS_PRIV

Am i missing any other role?
