Rate Overrides - uploads through batch

Is there a batch for uploading Rate Overrides

1. Is there an option to batch upload rate overrides. Lets say i have about 200 employees whose Medical rates vary...employee by employee...doesn't come under any rule that i can code. I have flat numbers by each employee. Is there a way i can upload these numbers in form of rate overrides.

2. Also, I have a bunch of rate overrides sitting in my system from prior year. But at the time of rate override creation, the rate override through date was not populated. So how can i ignore those rate overrides either through config or is there a batch to populate the rate override through date on all of them instead of manually going in and putting the rate override through date for each one of them.
