Where do I find and how can I edit the relationships between Payables" Payment Type" and "Method" and "Process Profile."

Bottom line, some of our staff who have access can change check numbers when creating a check, but others cannot.  Sometimes the check sequence then changes, and sometimes it does not.

I want a better understanding of how this works, so we can better manage our check numbers.
