User setup - access to reporting data

Not sure this is the right Forum. . . couldn't find one on Adding/Editing Users.

We don't add users very often, but can't manage to get our notes/instructions for adding a new User to give that user access to Reporting data, or complete Import Journal process.

Are there instructions available, or at least an outline of the steps/functions to complete?
