How to access the Propose New Salary button

Hello experts,
I should customize the compensation manager role. In other words, this role should allow me to open the PROPOSE NEW SALARY button when managing salaries. However, I cannot use seeded roles as Compensation Admin or Compensation Manager are able to see more functionalities than expected.
Do you know the privilege or job role allowing me to add salaries for each worker?
