Clarification on Find Best Fit quick actions

When we are clicking on Find Best Fit Person or Job quick actions it navigates to the page where we can find best fit job or person related the profile of that log in user. Previously this best fit function is use in succession planning page. Then we can use it to the related job or incumbent. But now how to use these two quick actions?  If we need to check any other job or a person how to do it using these functions? Is this kind of  system limitation ?
