Administer Goals Error after enabling mobile responsive goals

After enabling the HRG_GOALS_RESPONSIVE_ENABLED profile option for Mobile-Responsive Goal Management Pages, receiving an error when attempting to "Administer Goals".  See screenshot of steps taken.  The error goes away when I delete this profile option.  Not sure if an SR is needed or if there is another requirement I am missing.

Would prefer to retain the classic UI for goals through year-end 2020 but we are scheduled for the 20B upgrade in July this year so, if required, we would like to enable responsive goal pages before opening up 2020 goal plans this month.
