Sending Alerts/Notifications to Users

I would like to send an Alert/Notification to the user when a custom object is changed.

Hello HCM Experts,

I have a custom object. I want to notify a user/role when a record is created or changed in the custom object. I want the notification to appear in the list under the bell icon in the top right of the page.

I tried creating an "Object Workflow" on the custom object to execute when the record changes. But I don't get the notification when the record changes. I added email notification as well, but that is not getting received either.
