Best practice to add legacy employees in ACA reporting

We have legacy employees not in HCM cloud that need to be reportedContent
The spreadsheet override doesn't seem to work for Legacy employees additions by adding new row - probably because they do not have a Person Number.
When benefits in HCM Cloud started later in the year, we know the spreadsheet works for updates to specific values for existing employees. The spreadsheet should allow all legacy data to be included, not just on the existing employees. These employees were terminated from Legacy prior to conversion to HCM Cloud, and therefore never put into the Cloud.
