Taleo Export User profiles not always working

We have this process scheduled nightly, but often get message CSUser not found based on userid.... We opened a SR and had the ticket resolved, but the resolution seems very manual and not best practice.  It worked for the one person, but it is not scalable.

We had a candidate that was hired.  So when she was officially hired in Fusion, the user profile was sent back to Taleo to set up the user profile under Smart Org.  However, we got the message that the CSuser could not be found.  

We were told by Oracle Support to essentially go to the candidate profile update the employee id and change the username to match what is coming from fusion and reprocess the user file from FUsion.  We had to have the new employee go into her candidate profile that she applied on and change her username, then we updated her employee id.  Then processed the job.  It worked, but this seems like a broken or bad process.
