Fluid Recruiting - Message Templates OLF Filters

When I create offers in fluid, it looks like it's defaulting the filters based on the OLF of the requisition, so the available templates keeps coming up as 0, since we don't have such specific filters for most templates. I have to click filters, then select "clear all" which is not efficient. Is anyone else running into this? Am I missing something?
