Implementation of the countries which is not supported supported delivered localization for HR and P

Hello All,

Being global company, we would like to implement Oracle Fusion Global Payroll Cloud for all those country to take advantage of single ERP system.

However, based on doc Fusion HR and Payroll: Which Localizations Are Delivered in Fusion HCM HR and Payroll? (Doc ID 1641684.1) , Oracle only supports "Localization" for below 9 countries.
In Release 13 19A there are 9 PAYROLL SUPPORTED LOCALIZATIONS for countries:
Canada (CA)
China (CH)
Kuwait (KW)
Mexico (MX)
Qatar (QA)
Saudi Arabia (SA)
United Arab Emirates (UA)
United Kingdom (UK)
United States (UK)

Question: 
1.) Based on this document, does it mean that Oracle Fusion "Global" payroll cloud can only be implemented for above 9 countries?
