Unable to restart ATP when using AlwaysFree ADB

Earlier this week, my ATP tenant was not showing up on the OCI console. Yesterday it "reappeared". As I looked to restart it, I was able to stop it without incident, but upon restarting it I receive the following 

"Operation not allowed for the resource. Please contact Oracle Support" 

Hilarious because support is not offered for the Free AutonomousDB. Is anyone else having this issue? Aside from hoping things self-correct , what else can I do?
