Notebook issues in ADW

I am having issues with notebooks in ADW using my demo tenancy orasenatdpltintegration02.  The instance is running in phx, and it is not just my ADW - others are also having issues in other tenancies, including customers.  First I get invalid permissions when trying to create an ML user with admin.  I got around this issue by using sqlplus to create the user and grant oml_developer role.  Then I'm getting sporadic notebook server errors when trying to start a notebook.  Lastly if I do get a notebook started, running any sql (eg select sysdate from dual) results in invalid userid
