Variable Rate Spreadsheet Loader does not return imported rates in the search for updates

I exported Benefit Program and Imported into new Database, now Variable Benefit Rates can't be updated using the Spreadsheet LoaderContent
When I exported then imported my Benefit Program, the rates come over with them. I am now trying to use the spreadsheet loader to make updates to the variable rates but when searching, they do not appear. I can see them when looking at the variable rate pages, but can't use the spreadsheet loader to make changes.
Has anyone else experienced this and if so, did you find a way to use the loader for updates?
I am also having difficulty in end dating rates using the spreadsheet.
