Oracle Recruiting Cloud - Recruiting Agency - Missing Email notifications

I noticed there are a lot of missing email notifications to the agents. Below are the following email notifications and alert I need.  

1. I created an agent via Setup and Maintenance>Recruiting and Candidate Experience > Source Candidate > Recruiting Agencies.  I expected the agent to receive an email about the new user account and password reset, but it did not.  The  "New Account Template" was ENABLED under Tools >Security Console > User Categories.  Still no success. I run a Schedule Process using "Import User and Role Application Security Role" and "Retrieve Latest LDAP Changes", but still no email notification received by the agent.
