Imaged Invoices not viewable by all users

Users outside of Payables cannot access invoice images in application

Our company moved to importing Invoice Images from the Oracle Imaging system.  Since we made this move, users outside of Accounting who do not have an AP role are unable to view the invoices within the system.  They are getting an error message:  "An Application Error Occurred. FND-2".  Has anyone else run into this issue and what steps do we need to take so all users with the proper roles can view the invoice images within the system?
