Hi All

We have a requirement where the goal plan is available to both worker and manager for updates till manager completes the goal plan. So the cycle required is as below:

1) At the start of review period, goalplan is assigned to employees.

2) Employee and manager update the goal plan.

3) Manager completes the goal plan.

4) After this stage the goal plan should be freezed for further changes. 

5) In next review period , we repeat from step 1

What setup can help me achieve this requirement. As of now I am not able to freeze goal plan towards further changes. there are no approvals involved at any of these steps.
