How to count terminations as effective on termination date itself?

Summary

Looking for ways to summarize terminations per period (i.e. monthly) based on the termination date itself, rather than the effective start date of the term action (i.e. 1 day AFTER the term date)

While creating an analysis with a pivot showing Head Count, Hires, and Terminations by month, I noticed that some of the monthly term counts were inconsistent with other reporting I'd previously done in excel. I realized that for any termination on the last day of a period, the analysis pivot was counting it within the next period.

I understand why this occurs from a technical standpoint: the "Termination Count" measure is referencing the effective start date of the term action. However, this is inconsistent with how we've been reporting on terminations.
