How to restrict a certain customer from ordering a certian product

We want to maintain a list of product which a particular customer can't order. This list will vary from customer to customer. For example

Case 1 : Customer A CAN"T order product 1 and product 2 but they can order product 3 and product 4

Case 2: Customer B CAN"T order product 3 and product 4 but they can order product 1 and product 2.

I explore option of using processing constraint but it didn't work.  Can it be done using Order Management extension.
