Manage Job Offers on HCM screens access

Having difficulty understanding which roles allow access to manage Job Offers on HCM side

We have several SR's going and have tried several of the suggested role adds and other suggestions from Support but to no avail- does anyone know the roles that drive access to see Manage Job offers on the HCM SIde 

We cant see any offers no matter the search criteria/ filter changes, etc- however we have many offers in the system thus far.
