How to access Manage Feedback Visibility setup page

Hello,

      One of our Talent teams is asking for access to the Manage Feedback Visibility page from the Setup & Maintenance search.  We have pre-built admin roles that grant us access to most setup options, but this one is greyed out.  I tried searching under Roles and found a "Manage Feedback Visibility" privilege, but when I added it to our role and refreshed, is didn't grant access.  Does anyone know what role would grant access to this page?
