NUX: Unable to aligned performance goal to a shared Manager Goal

A manager shared a goal with direct reports.  The goal is visible to the direct report in the Goal Shared with Me on the landing page.  However, the employee is not able to align their personal goal to the manager goal.  The shared goal is not listed in the Goal drop-down on the Align Goals page.

What am I missing?  Has anyone else experienced this issue?
