Job Templates and Job Codes

I see in ORC a template area where we can enter job info on a template such as code, comp and descriptions. But there is also a Job list in core. When creating a req I can pick template with job code 6547 and it will populate all of the provided info but then under Offer Details I can pick Job 6582 and nothing changes. There doesn't seem to be a tie between templates in ORC and Jobs in core or am I missing something.
Issue is obvious that you can populate the details on the req with a template but then pick a different job code that will populate in core. How do we make them tie?
