Talent Ratings missing Add buttons

Summary

The regions within Talent Ratings are not displaying Add buttons

Content

The regions within Talent Ratings, such as: Performance Rating, Career Potential, Risk of Loss, Impact of Loss, Talent Score, and Future Roles are not displaying Add buttons after upgrading from the old UI to the new Responsive UI.

Why would this be the case? I figured it could be a Security-related issue, but no privileges or anything else should have been changed just by upgrading the Talent Profile.
