How to handle multiple cross-dimensional source intersections in allocation rule?

Hi! In PCMCS, I have a requirement to allocate costs from multiple CostCenter X Activities to other CostCenter X Activities. Is there a simpler way to set up these multi to multi allocations without having to create a separate rule for each source CC X Activity intersection, as this could potentially result in hundreds of rules and become a maintenance nightmare. Defining Target intersections is not a problem as it is controlled using driver data.

Here's an example of my source and target intersections. For simplicity sake, I have assumed the same target intersection for all records; however this need not always be the case.
