Derived Factors for 90 Day Review

We are in the process of building and launching a new 90 day performance review for our company. We'll be running the process daily to push the review out to new hires. We want them to have access to it for 4 months, at which point they wouldn't be eligible anymore, and anyone who hadn't started the review would have it removed from their record.
To accomplish this, I created a length of service derived factor based off the legal employer seniority date with a range of 1 to 120 days. But when I added the factor to my existing eligibility profiles (which had been tested and working fine), no one was eligible. For some reason adding the derived factor is knocking everyone out. Has anyone used them in this way? Is there something I'm not setting up correctly?
