Loaded Progression Grade Ladder: Grade steps do not have grade rates.

We are using progression grade ladder and we have loaded through HDL post conversion, we see grade step do not have grade rates.

We are using progression grade ladder and we loaded through HDL, post conversion, we see grade step do not have grade rates. Has anybody faced same issue?

Please advice what could be done?
