MF_NUX - Inactivating Completed Career Development Goals

In the new responsive UI we are not able to change Active = "No" on completed development goals since the goal is in "read-only" mode.

In classic pages completed goals were able to be inactivated after completion by either opening the goal and editing, or directly from the goals page via the Actions button - see screenshots. 

Information on post https://cloudcustomerconnect.oracle.com/posts/5896104f2e indicates the Active checkbox was part of the July 2029 maint pack but the screenshot example provided was on a goal that had not yet been started so not sure if this is also applicable to a completed goal.
