Duplicate Plans for Employees

Hi,
I created a plan not in program and it duplicates for the employees which should be automatically enrolled when hired. I did the configuration as follows ;
Plan - defines for selected legal entities
Two Options - Employee Only and Employee plus Family
Eligibility Profile - Senior Executives/Active Payroll Eligible (same eligibility profile attached to both options)
Rates - defined for option per each legal entity
The issue is the both options are showing for employees regardless the defined rate.
Can't we define a common eligibility and segregate at rate level with the options and the legal entities ?
