TALEO: New Step added but unable to progress to next Step in CSW

Hello,
We have added a new Verbal Offer step to the CSW but now when using the Change Step and Status process, it appears to be stuck in this Step and won't proceed to the next step. The only option is to keep looping around the statuses within the Step. I have reviewed the set-up and am unable to see anything obvious which would explain why we are unable to proceed from Verbal offer to the next Step. All steps up to the new Verbal Offer step have worked as expected.
Please can anyone advise.
