Custom Rejection State isn't Working

We have created some custom states to appropriately disposition candidates and send the right notifications. During testing, we could move the candidate to that state, but it didn't make them inactive as a candidate. I've attached a screenshot to show they are still active but in that state.
I've checked the CSP, and "Not Selected" is associated with the corresponding states.
