ORC Internal Hire creating additional Assignment Row - causing issues downstream

Internal hire through Oracle Recruit is causing an additional row to populate in HCM profiles.

When our team has a transfer/Global transfer that is executed via Oracle Recruit, an additional assignment line is created beginning with an "O".  This information is listed under Work Relationships with the action: CREATE OFFER.
