At which point in time is eligibility evaluated for TCS?

We are implementing Total Compensation Statements, and need to refine who gets which letter through eligibility profiles.  We are now wondering when the eligibility is evaluated for Total Comp Statements (within workforce comp there's a way to define this date for each cycle, but for TCS there doesn't seem to be such option?)
