On-boarding Tasks with Action of Create Offer

Hello,

Does anyone user 'Create Offer' action in the checklist for oracle recruiting cloud?

If yes, Can you please help me to understand how it works.

I am trying to use it with the same action but the onboarding task is not getting triggered and I don't know what I am missing.
