Converting Prospects into Applications

I need to convert the prospects into Applications from the Recruiter RoleContent
The current scenario is we (Recruiter) cannot convert the prospect into applications as it is required that the candidate accepts the invitation and then fills up the details, then the candidate is converted into applications.
Reason for converting the prospects to application by the Recruiter is we already use different recruiting system and the candidate has reached to a certain qualification point in that system, now we will import that candidate into Oracle and we want the candidate to be in a specific state of a phase, so that we can proceed further for the candidate in Oracle.
