Restrict user on submitting Create Accounting in Final Mode

Restricting user to create journals by mistake

Payroll business user need to validate for any accounting entries discrepancies by running the program "Create Accounting" in Draft mode. However if user selects the mode as "Final" by mistake then journal entries will be created in GL.

 

How can we restrict the Mode parameter LOV to be restricted only to DRAFT option based on role or user name ?
